The short answer? Around your last frost date just to be on the safe side. Of course this has some caveats, but for most people that’s going to be the correct date to plant out.

If you can keep your dahlias from freezing and getting flooded in early spring, you can then push the envelope a little bit as far as planting out and getting your dahlias going.
